FIFA President Gianni Infantino has initiated a comprehensive governance review of the organisation’s institutional framework and decision-making mechanisms in response to substantial criticism regarding his previously retracted FIFA Forward Enterprise initiative.
In correspondence addressed to FIFA’s 211 member associations, Infantino has requested formal consultations concerning the delineation of responsibilities between the FIFA presidency, Council, and Congress, alongside implementing measures to enhance organisational transparency and stakeholder engagement in consequential decisions.
The FIFA Forward Enterprise Plan, which was subsequently withdrawn, represented a strategic initiative aimed at establishing a FIFA-controlled subsidiary entity to oversee commercial and operational functions associated with FIFA competitions.
FIFA articulated that this undertaking was formulated to maximise commercial potential and augment financial resources designated for football development initiatives. The organisation further affirmed that FIFA would maintain authoritative control over football governance and sporting determinations.
Notwithstanding these assurances, the proposal encountered significant opposition from multiple football organisations and was ultimately discontinued. FIFA announced in July that the initiative had generated internal divisions and would consequently not advance.
Infantino has maintained that the proposal did not compromise FIFA’s sporting authority and institutional independence. Concurrently, he has acknowledged apprehensions regarding the proposal’s presentation methodology. FIFA subsequently acknowledged that the procedural approach had been inadequate and that institutional learning from this experience was imperative.
According to Reuters, the current governance initiative encompasses an independent external assessment of FIFA’s institutional structure pertaining to major strategic determinations.
Proposed reform measures are scheduled for deliberation at a FIFA Council session convened for October 15.
The examination is anticipated to evaluate the development processes for major strategic initiatives and the participation mechanisms of FIFA’s executive leadership, Council, and member associations in such undertakings.
