US Senate Approves Tough New Sanctions on Russian Energy Sector

The United States Senate has decisively approved a rigorous sanctions package against Russia, a culmination of efforts led by the late Senator Lindsey Graham. This measure aims to bolster US support for Ukraine in the ongoing conflict and exert pressure on President Vladimir Putin.

Passing with an 86-11 vote, the bipartisan legislation targets countries continuing to purchase Russian oil, gas, and other exports. The goal is to cut off financial resources supporting Russia’s war efforts. This legislative move follows Ukrainian President Volodymyr Zelenskyy’s recent visit to the Capitol, where he engaged with senators from both parties.

Senator Richard Blumenthal of Connecticut, who collaborated with Senator Graham on the package, emphasized the symbolic importance of the vote. He expressed the sentiment that it sends a firm message of support to Ukraine and opposition to Putin’s ambitions.

This significant legislative action is the most substantial during President Donald Trump’s second term aimed at altering the trajectory of the conflict, now running longer than World War I. Congressional efforts have been focused on ensuring continuous US support for Ukraine, and President Trump has signaled approval for the package, which also encompasses sanctions on Iran.

The completion of negotiations between Graham and Blumenthal with the White House was announced on July 10. Sadly, Graham passed away from an aortic tear shortly afterward.

The legislation provides the president with authority to levy tariffs on major purchasers of Russian oil, including China and India, while offering exceptions for certain countries reducing reliance on Russian energy. It further includes sanctions on Russian leadership and financial institutions and extends restrictions to older vessels circumventing existing sanctions.

While some Democrats and Republicans express concern over granting Trump extensive tariff powers due to inflation fears, others like Senator Darline Graham from South Carolina honor her brother’s legacy by supporting the bill.

The legislation is perceived as a moral statement supporting Ukraine. Zelenskyy expressed gratitude and acknowledged Ukraine’s ongoing needs in the conflict during private discussions with senators.

Senator Todd Young of Indiana highlighted the sanctions as crucial moral support for Ukraine, while Senator Jeanne Shaheen of New Hampshire stressed the importance of maintaining pressure on Russia ahead of its elections to drive progress towards peace.

Ukraine’s foreign minister, Andrii Sybiha, acknowledged the Senate’s action as a step towards lasting peace enabled by US support.

Opposition exists regarding the extent of tariff power granted to Trump. An amendment proposed by Senators Rand Paul and Ron Wyden to curtail this authority was rejected, with concerns about economic impacts voiced by Senator Wyden and others.
