Doha Peace Process: DRC and M23 Set Roadmap to End Eastern Congo Conflict

The Democratic Republic of Congo (DRC) and the AFC/M23 rebel movement have agreed on a roadmap under the Doha peace framework to advance peace negotiations, outlining upcoming stages and a timetable.

This agreement comes after five days of discussions in Switzerland from August 17 to 21, aiming to revitalize stalled negotiations amidst renewed conflict in eastern Congo.

According to a joint statement by the Swiss government, the roadmap lays out a sequence and schedule for talks towards a comprehensive peace deal. Both parties reiterated their commitment to resolving the conflict through dialogue within the Doha framework.

Focus on Ceasefire Monitoring

A key outcome of the discussions was an agreement on a standardized system for reporting ceasefire violations, aimed at enhancing transparency and rebuilding trust amid repeated allegations of breaches.

The parties also committed to enhancing the MCVE+ ceasefire monitoring mechanism, including setting up a secretariat. The first verification mission is planned for Minembwe, South Kivu, to evaluate conditions on the ground and verify reported violations.

The agreement includes a mechanism for reviewing progress and identifying challenges in implementing the commitments under the Doha framework.

US Acknowledges Diplomatic Advances

The United States has welcomed these developments as progress in the Doha peace process. Massad Boulos, a senior US adviser for Africa, expressed encouragement over the recent meetings in Switzerland.

“I welcome the additional progress made during the meetings held in Switzerland from 17 to 21 August regarding the continuation of the Doha Framework Agreement,” Boulos stated on X.

He reaffirmed US support for peace and stability in eastern Congo and the broader Great Lakes region, acknowledging contributions from Qatar, Togo, Switzerland, the African Union Commission, and other mediation partners.

Analysts Advise Caution

Despite this advance, analysts caution against assuming it will immediately end the conflict. Political analyst Christian Moleka noted that while ceasefire monitoring arrangements are progress, negotiations are still at an early stage.

Moleka emphasized that ceasefire commitments are only part of the initial protocol under the Doha framework, with several more protocols requiring negotiation and agreement. The slow pace highlights challenges in reaching a comprehensive settlement, as both sides continue to protect their interests.

Renewed fighting remains a concern if disagreements over implementation arise.

Continuing Challenges to Peace Efforts

This agreement follows months of diplomatic impasses and ongoing violence in eastern Congo. The DRC has accused Rwanda of backing M23, while Rwanda denies direct involvement, citing concerns over armed groups in Congolese territory.

The M23’s capture of significant territory in eastern Congo has escalated a conflict that displaces many civilians and destabilizes the Great Lakes region. The Doha process, along with broader international mediation efforts, seeks a lasting political solution.

For now, the roadmap’s adoption marks progress. However, successful ceasefire implementation, effective monitoring, and advancing remaining protocols will determine if this effort can secure lasting peace in eastern Congo.
