Meta, the parent company of Facebook and Instagram, has agreed to a landmark settlement up to $17.1 billion related to claims that its social media platforms have contributed to harmful effects on children and teenagers.

This agreement follows a notable legal case involving several US states, which accused Meta of creating features that promote excessive and potentially addictive usage among young people, while also allegedly failing to protect children adequately from online harm.

Despite agreeing to the settlement, Meta has not admitted any wrongdoing. The settlement awaits court approval.

Introducing new restrictions for teenage users

As part of the settlement, Meta plans significant changes for teenage users of Facebook and Instagram in the United States.

A key measure includes a default daily limit of two hours for combined scrolling time on Facebook and Instagram. Teenagers will receive prompts encouraging breaks during extended use periods.

Meta will impose a nighttime feed block from midnight to 6 a.m., with notifications muted overnight. School-time restrictions will further limit push notifications during specified weekday hours.

Parents will gain more control over these restrictions, and Meta will enhance measures for age verification and the protection of younger users.

A substantial financial settlement

The financial package is set for distribution over several years to support youth online safety initiatives and other priorities set by participating states.

Meta indicates approximately $12.7 billion will be allocated under initial terms, with more funds potentially released if other major social media companies implement similar protections.

The agreement ranks among the largest consumer-protection settlements involving a major US technology company.

Pressure on the broader social media industry

The case could impact beyond Meta’s operations.

The company urges competitors like TikTok and YouTube to implement similar safeguards, arguing that solely restricting Facebook and Instagram would have limited effect if young users migrate to other platforms.

Stronger measures might be enforced across platforms if competing companies adopt similar standards, including stricter daily limits and broader nighttime restrictions.

This development arises amid increasing global concern about social media’s impact on children’s mental health, sleep, concentration, and online safety.
